چکیده

Abstract The 2014 procurement and concessions directives have clarified the possibilities that exist for referring to social considerations in public (and socially responsible procurement). Still, these rules fall, main, well short of being mandatory instead leave wide margins Member States their contracting authorities which do not wish consider human rights concerns when buying. Furthermore, about ensuring widest competition possible may limit reference considerations. Recently proposed reforms however go a long way towards more sustainable production procurement.
